Scope and Time Frame
Based on the work requirements set out in the Project Charter, the scope of work included the following elements:
- WEI adherence to applicable WD and TB Policy
- Financial Controls
- Budgeting, Strategic Planning and Financial Reporting
- Statistical Reporting
- Corporate Level Controls
- Human Resources
- Loan Policies and Procedures and Adherence with WD Contribution Agreement Requirements
- Governance
KPMG designed the work to answer the following questions, as outlined in the Project Charter:
- What has WD done to ensure that the WEI is being handled properly with respect to:
- Demonstration of due diligence?
- Providing sound administration?
- Providing strong follow up?
- Performance measurement and reporting?
- Is the program administered in accordance with the requirements of WD, Treasury Board or WEI regional policies and procedures?
- Are loans granted that meet the appropriate WD or Treasury Board criteria?
- Is funding spent on appropriate activities that meet the mandate of WEI?
- Does management of each WEI have adequate corporate-level management controls and governance?
- Are policies and procedures appropriate for the organization and followed?
- Does stacking occur or go unchecked across programs?
- Is activity statistical data valid and presented in a consistent manner across the regions?
