Scope and Time Frame

Based on the work requirements set out in the Project Charter, the scope of work included the following elements:

  1. WEI adherence to applicable WD and TB Policy
  2. Financial Controls
  3. Budgeting, Strategic Planning and Financial Reporting
  4. Statistical Reporting
  5. Corporate Level Controls
  6. Human Resources
  7. Loan Policies and Procedures and Adherence with WD Contribution Agreement Requirements
  8. Governance

KPMG designed the work to answer the following questions, as outlined in the Project Charter:

  • What has WD done to ensure that the WEI is being handled properly with respect to:
    1. Demonstration of due diligence?
    2. Providing sound administration?
    3. Providing strong follow up?
    4. Performance measurement and reporting?
  • Is the program administered in accordance with the requirements of WD, Treasury Board or WEI regional policies and procedures?
  • Are loans granted that meet the appropriate WD or Treasury Board criteria?
  • Is funding spent on appropriate activities that meet the mandate of WEI?
  • Does management of each WEI have adequate corporate-level management controls and governance?
  • Are policies and procedures appropriate for the organization and followed?
  • Does stacking occur or go unchecked across programs?
  • Is activity statistical data valid and presented in a consistent manner across the regions?
